Oldman is Emmet Foley, a decorated Korean War hero unable to adjust to civilian life. Loading his pistol, Foley takes aim at his Florida hometown, hoping to be killed by police so his wife can collect the insurance. but his actions instead land him in a mental hospital, where he encounters a horrifying scene of abuse, filth and neglect. With the help of a fellow inmate (Hopper), Foley begins a campaign to correct the hospital's vile practices. But can he overcome his reputation as a madman and become a hero once again?

After coming back from war, Gary Oldman's character has a breakdown. He starts firing bullets randomly in his neighbourhood. Eventually he shoots himself, survives and is committed to the psychiatric wing of a prison in Chattahoochie. He witnesses and is subject to cruel and unusual treatment. He starts writing letters. His sister collects evidence. Eventually he is denied paper. He then starts sending letters written on toilet papers. Finally he gets some attention. He fights to bring down the system through the law.
