When their working class neighborhood becomes overrun with perverts and thieves, Willie (Carrol O'Connor) and Sy (Ernest Borgnine) decide to organize an auxiliary police force. But as their oddball cronies and bumbling antics hit the mean streets of New York City, the old friends discover that a little authority can go a wrong way...and that sometimes the streets can hit back.
