MURDER AT 1600 has a lot of incredible plot contrivances that don't work unless you go ahead, suspend your belief, and enjoy the ride. Dwight Little's competent direction allows us to do that. Remember, it's just a movie, and even though its plot seems a bit far-fetched at times, it works as an engrossing thriller. Wesley Snipes is convincing as a no-nonsense DC homicide detective who forces himself onto the investigation, which should have been federally handled since it took place on Federal property. But then we wouldn't have had a movie. Diane Lane in a rare "action" role is marvelous as Dena Chance, the secret service liaison who realizes a cover up is going on. Daniel Benzali (from the critically acclaimed but short-lived tv series MURDER ONE) chews up the scenery as the head of security and the always delightful Alan Alda gives fine support as the head of NSA. It was nice to see the still lovely Diane Baker as the First Lady (I remember her so fondly from those 60s tearjerkers and of course as the murderess in STRAIT JACKET); Ronny Cox is an appropriately wimpy president; and Tate Donovan does well in the underdeveloped role of the president's sexually promiscous son.

Wesley Snipes, known primarily as an action hero with martial arts skills, delivers one of his best performances opposite co-star Diane Lane in the conspiracy thriller, Murder at 1600.
A young female is murdered in the White House and Washington D. C. homicide detective, Harlan Regis (Snipes), is called in to solve the case. Amidst jurisdiction battles, cover up and conspiracy, he works with Secret Service agent Nina Chance (Lane) to narrow down the list of suspects including several high ranking White House officials. Security resources from somewhere within the White House run constant interference. Once the identity of the key conspirator becomes evident, the race is on to prevent a snowballing sequence of events that threaten taking the country into international conflict.
If you’re concerned this may be just another action film big on fight scenes and special effects, don’t be. Although there is plenty of action including a few fisticuffs and ample gunfire, Snipes proves that given a clever script like the one offered here, he can deliver more than macho attitude and flashy moves. His character’s condescendence and defiance toward agent Chance evolves into a spirit of respect and cooperation as they both realize they must combine their skills and resources to overcome adversity.
This is a better than average screenplay featuring a quality cast. Diane Lane is solid as usual, Daniel Benzali is menacing as the territorial head of security, and Alan Alda is fittingly cast as head of national security. The result is a very entertaining movie for anyone that enjoys thrillers.Jumping At Shadows - kav2001c

Snipes thinks someone is covering up the murder, and suspects everyone (from the presidents son, to the president, to the chief of security, to the nsa) of maybe being the killer
Premise isnt as weak as it sounds, but the detectives seem pretty clueless
The main mystery is what is the motive for the crime, but you gotta wonder also why the secret service is so incompetant
