A group of railroad workers experiences tumult that changes their lives (and not for the better) when the British government hands down its decision to privatize the country's railroads. Written by Rob Dawber (who worked as a railway signals operator) and directed by Ken Loach.

Stark but honest - GFHunter
This is an tough but honest look at the results of the ill planned, greed motivated privatization of British Rail. Full of meaningless corporate slogans this look at the betrayal of a group of skilled and dedicated workers during the dismantling of the British Rail system not an easy thing to watch.
Hardly light entertainment this film is a stark no holds barred portrayal of what can happen whrn the right wing takes over.

Ken Loach, the film world's voice of the working class - the true working class, you know, the people who labour on or with things - has produced an excellent film on the chaos and lay-offs that result after the "re-organization" of what was British Rail. The jargon, the artificial business structures, and the "management" guides imposed on the employees of what was a public utility - alas, it all rings too true, and too close to home for this viewer.
No one expects a job for life anymore, but anyone involved in the artificial exercise of "increasing efficiencies" will recognize in The Navigators the lost middle-managers and the smug executive directions designed to put money in private pockets.
The Navigators is a serious slice of life, and, while I will admit it is a good film for those of us interested in labour and employment issues, it is too depressing to be entertaining.
I would not have picked it if I'd known it was so bleak. Sorry, Mr. Loach.
