Iron Eagle 4: On the Attack
A retired Air Force general starts a flight school for troubled teens and after an emergency landing on a deserted Air Force base, the kids accidentally discover a sinister plot to wage a chemical war against Cuba.

I liked the first one, but found the basic plot to holding it back. The F-16 was the real star of the first film, with solid airplane footage interspersed with decent acting.
The fourth entry seems to lack the budget of the first one. They flew around in propeller driven trainers and did some basic acrobatics, but the airplane scenes were brief, perhaps because of the cost. The idea of some misfits becoming ace pilots has been done before.
