So insists a scruffy boy named Roger. Maybe it's true. But what is he now? Is he a terrifying monster running wild in the sewers? The Daily Scourge newspaper is sure of it. Is he a lucrative fairground freak? He is to Mr. Tapscrew. Is he a championship wriggler and a budding thief? That's the hope of Billy and his gang. Is he a victim of "Rodent Delusion"? So says the hospital doctor. Or is he just an ordinary small boy, though a little ratty in his habits? Only three people believe this version of the story, and it may take a royal intervention and a bit of magic to convince the rest of the world!

It's the Cinderella story from a different angle. The names have been changed to protect the innocent.
Basically, the lower class girl wishes she could go to the Royal Ball... A fairy god mother grants the wish, and turns a rat into a young boy to accompany her. This is the story of the boy, after the ball, coping with being human.
Some of the acting is alright. The couple Bob and Joan or whatever their names are, that take the boy in out of the rain and care for him, they're fine, but the writing is dull. Not one good laugh throughout.
