Anthony Edwards of ER stars as officer Alex Kearney, a by-the-book policeman who lives and works in a wealthy white Philadelphia suburb. But when Kearney attempts to ticket an influential tycoon, he's transferred to the most dangerous precinct in downtown Philly and assigned to gruff loner street cop Sgt. Dennis Curren (Forest Whitaker of PHONE BOOTH). Can these two unlikely partners track down the sadistic mastermind of a luxury car theft ring (an intense performance by Joe Pantoliano of THE SOPRANOS) without killing each other first?
